Every time an account on a specific system drive lacks the permissions that are required, the error 1317 is encountered by the user on the Windows OS. This error occurs in certain applications like the Visual Studio 2005 or on the Visual Studio .NET application. The system account enables the Visual Studio 2005 and the Visual Studio .NET applications to be able to access that particular drive.

Error code 17 is displayed on ones system if hardware cannot get the appropriate drivers to function, and have tried checking them on the parent device’ files without success.
